My case was not covered by the wiki troubleshooting section - after a debugging session I've found that I have ceph packages even though I've never used them, and need to add the ceph repo:

pm3 had to be reinstalled to get rid of old cluster settings
pm3 did not join cluster after reinstall too
moving to unicast communication was the trick that allowed pm3 to join the cluster

When the pm4/5 had their quorum back, I could delete pmtmp and pm3 nodes. I didn't try rejoining pm3 to the cluster yet, waiting for the backups to complete first.
We have a 4-nodes cluster, 3 nodes with actual VMs (pm3, pm4, pm5) and 4th (pmtmp) was just there for quorum (it used to be a 2+1 cluster originally).

PLEASE BE CAREFUL WITH DIETMAR'S KERNEL! In our case not only the network doesn't work, all VMs don't start too with some random error codes (different code for each VM).
EDIT: The error codes were 47 and 62, not different for each VM.

openvz console cleanup error: unable to parse config line: DISKSPACE="2G:2.2G"
I found which config file contains this line and changed it to old-style block limit. That fixed it.

I have discovered that adding an option to kvm command line (-machine pc,kernel_irqchip=on) makes it behave how I want. It was fine to run it from console for testing, but I'd like to make my changes persistent - is there a file I can edit or, even better, a menu in PVE web gui I can use?

The other containers have a priority of 4 by default, so every one of them should receive ~1.5x more time than a container with prio=1. This wasn't the case, though...
I will, but i/o priorities are not a new feature and I don't think updating 2 minor versions up will help. Does someone have an actual advice or experience with I/O issues in OpenVZ?

I figured it out. Below is a patch against 2.0.11-2 which:
1. Fixes N/A veids
2. Fixes build under proxmox
3. enables showing VEID by default (because what's the point of running vztop without showing veid?)
