I have the same issue!
It happens when I try to migrate a machine from a host running this version:
pve-manager: 3.0-23 (pve-manager/3.0/957f0862)
running kernel: 2.6.32-20-pve
proxmox-ve-2.6.32: 3.0-100

I would update if I could. However there's no way to reboot that host (it's running critical servers that cannot be stopped).
I don't know where that package is. This is all the output from pveversion -v.

You can install linux in KVM. Did you upload an OpenVZ template? Maybe that's why you don't see it in the drop down list. Upload the linux iso, after that...
