Just to follow up, setting unprivileged fixed the problem. Not sure how they got set that way to begin with but that's what it was.

I know this is a very old post but I just had the very same problem with pve7 and found that my hostname and /etc/hosts did not match up. Once corrected, pve-cluster launched correctly and all is good. Careful with those hostname edits :-0

We wound up having some problems on pve-16. Removing intel_iommu=on from /etc/default/grub cleared it up. now running smoothly on pve-16. Cheers!
