I've never found a solution for this either. My Win10 VMs when idle report 1-2% CPU usage; host reports the VM usage as not less than 15% and bounces as high as 22% for the same guest usage at 1-2%
Actually I was premature in reporting success with SeaBIOS.
My logs are filling up quickly and reporting:

My only success with Nvidia and GPU passthrough was after turning KVM off so later drivers could be installed.
I was using a GTX 580 and the 5 series was known to have issues reinitializing so I had to reboot my host continuously. I switched to AMD and had no such issues.
Did you try this with OVMF; UEFI BIOS?

I created a couple directories in the root of the tank. mkdir.
Those folders are empty now after a reboot.
I assume it has to do with not creating it as a dataset...

I did not have this problem on 5.1 but after upgrading to 5.2 and a couple reboots later none of my containers will boot. I'll return with more details, I've left my system offline until I could get here to investigate
