You clicked "OK" but did not enable all virtualization options in your BIOS.
So enable those functions first.
If you cannot find these options, then your laptop does not support virtualization
(please check with the manufactor of the laptop).

I would suggest:
Delete/disable first firewall rule because it makes no sense.
Change your second firewall rule...
- what subnet is vmbr0 (e.g. 192.168.1.0/24)
- what subnet is vmbr1
- after a network change you need to restart network service (button "Apply Configuration")
Are you trying to create seperate networks?
Maybe you can try VLANs.
You can create several vmbr Bridges, they are a sort of networkswitches, each with their own subnet.
But only one can have a Gateway (internet).
So maybe you have to add routes in your router/firewall.
Correct me if I'm wrong, but routed config is for running pve at a hosting provider.
If you are running pve at home on a local network than routed config is not for you.
Why do you need routed config?
- what exactly did you "tried changing" in the router?
- did you try with different webbrowsers, like Chrome, Firefox?
- is your pve host in the same subnet as your vm's?
- not use default account like root, admin but create another account with root/admin privileges,
and disable root account afterwards.
- run proxmox behind a reverse proxy (nginx).
- install fail2ban on proxmox server
- allow only known public ip addresses (like from work, friends, family) to...
