Cpu always 100% restart issue

Hello every one
i bought a server and installed proxmox on it and created vps and installed windows on it
but when i run the vps the cpu always 100% and it always restart even when nothing running on the vps
this is the config of the vps

is there any problem here ? should i change something ?

sorry not cpu ram is always 90% +

Have you installed the Balloon driver and service?

To install the service after you have installed the Balloon driver through Device Manager:
1. Creating a folder 'Balloon' in 'C:\Program Files'
2. Copying the contents from the virtIO_win.iso Balloon directory ('X:\Balloon\2k8r2\amd64') into the newly created 'C:\Program Files\Balloon directory
3. Opening a Command Prompt as Administrator

blnsvr.exe -i
