Post on FreeBSD forums that seems to be an Intel and AMD issue, resolving around certain host cpu features causing the problems.

I would look into using CEPH on top of ext4 instead of ZFS or BTRFS.

I had this same issue, but it also affected a server that had a subscription for a week or more.
On a hunch, I hit the "Check" button under Subscription in the web interface and then ran the command in console.
It worked fine when I did and was able to download everything.
