If you're using an IP range it won't work.
If you have a single IPv4 with additional cost each IP should have it's own mac address generated and attached to the VM's network configuration.

I want to give each VM its own external IP but I'm unable to get that working so I have for temporaily usage this:
### Hetzner Online GmbH - installimage
# Loopback device:
auto lo
iface lo inet loopback
iface lo inet6 loopback
# device: eth0
auto eth0
iface eth0 inet static
address...

The hypervisor reserves the RAM of your system to be sure that the VM can allocate it when it needs it
