Ok So here is what happened, I wanted to install ceph octopus on all 3 nodes. This node accidentally got quincy setup started and I could not revert it back. So I went with quincy on all 3 nodes and it worked out. There should be a way to revert if you accidentally start wrong ceph version...

This did it for me on the node that was giving error systemctl restart systemd-timesyncd
