Windows 2008 R2 and qm shutdown ... command

On my Windows 2003 servers the "qm shutdown ... " command works. But on the new Windows 2008 R2 server the shutdown command don't work. Anyone else with the same problem or a possible solution?

windows group policy does not allow anonymous shutdown - enable it.

I also disabled the policy which showed the shutdown/restart button and it still worked (used that before).
