Very high CPU usage by DPC / Interrupt

We recently P to V a Windows Server 2003 machine (32 bit) with 4GB of ram and 2CPU's. When setting up the VM, we configured the hardware to retain 4GB of ram, however bumped up the CPU's to 4. After doing so, the O/S is extremely slow and it takes about 30minutes to load up IIS. We then reduced the amount of ram to 2GB and everything seemed to load up much more efficiently, though things were still slow.

We reviewed the VM with performance analyzer and we noticed very high Interrupt numbers. We found this article which was very helpful:

We installed KRView and attached are the top processes over a period of 10 seconds. If anyone can provide us with guidance, that would be greatly appreciated.
