Code:
# dpkg -C
The following packages have been unpacked but not yet configured.
They must be configured using dpkg --configure or the configure
menu option in dselect for them to work:
 proxmox-kernel-6.5   Latest Proxmox Kernel Image

The following packages are only half configured, probably due to problems
configuring them the first time. The configuration should be retried using
dpkg --configure <package> or the configure menu option in dselect:
 initramfs-tools generic modular initramfs generator (automation)
 proxmox-kernel-6.5.11-8-pve-signed Proxmox Kernel Image (signed)

hm - please post:
* `mount`
* `lsof -n |grep boot`
* `pwd` (from the shell you're running the upgrade in)
* `pveversion -v`

Can you recommended me what should I exclude from AV scan to stable work of hypervisor
