/etc/init.d/pve-cluster start

Seems there is some old data inside /etc/pve - please try to remove that, for example:

# mv /etc/pve /etc/pve.mybackup
# mkdir /etc/pve

Then try again:

# /etc/init.d/pve-cluster start
