I have a 4 Cores/16Gb server setup.
Will be running all WS-2012-R2 KVMs with 2vcores/2GbRam
These VMs will be running graphic intensive app.

How many KVMs can I create for decent performance?

Thanks Manu for your feed-back. Yeah, those two links are important to setup WS2012.

I'm running 7 WS2012 VMs (2vCores|2GbRam). Seems sluggish.

7 windows VM on your setup, means each of them just get half of a real CPU, and 2GB is not that big. I am not surprised it is slow.
What storage do you have ?

HDD storage
CPU utilization consistently at 99-100%
Memory utilization around 75%

just one SATA hard drive ?
this is for sure a bootleneck in your system if your users are logged simultaneously
IMHO you should really switch to SSD

Is there anywhere I can check Disk IO?

There is a category called IO delay = 0% in Summary view.
And do you know what 'server load' graph measures?

Each individual VM CPU usage is < 30% and memory ~80%
You are saying 7VMs sharing physical 4 cores with each having only 'real' 0.5vCores.
