Dynamic memory allocation not working

A number of CentOS 6.4 guests are set to dynamically allocate memory between 768MB-2GB. However, on the guest free displays a total memory of 613MB. This remains the case even when the guest runs out of memory, to the point where apache is throwing out of-memory-errors.

Shouldn't free on the guest display 2GB total memory at all times?

ps shows the vballoon pseudo device is loaded.

Proxmox v 3.1-21. What could be wrong?
