I am struggling with a similar issue.
After upgrading from 7.4 to 8.1 I lost network connectivity.
I am running proxmox on a Supermicro x9dri-ln4f+, with i350 NICs
ntpsec is not installed

I tried incognito on the same machine, no joy.
But now that you're saying, I've tested the browser in a VM and it is working. The only thing it could mess up things is my antivirus/firewall = eset.
Tried disabling it, but it didn't help. I'm going for some manual settings and I'll report back if...
