Cpu clock speed just stuck at 400MHz even vm cpu 400% load I don't think it's normal

Specs: 5600G + MSI B550M Mortar WIFI When i using amd_pstate=guided or amd_pstate=passive with all cores scaling_governor=powersave, the system clock will stuck at 400Mhz But once I turn cpu1 scaling_governor to ondemand, it can boost to 4.4GHz

fdisk /dev/sdc shows no partition

Server have 3 HDD, system installed on /dev/sda, and sdb & sdc are using Disk/Directory attach at /mnt/pve/xxx However sda broken, after reinstall Proxmox, i can't get my lxc image from sdb and sdc how could i restore this *.raw file
