I've traced it and it's really telling about localization files is missing

No it not work and your screenshot proove this - look at top menu - it's in english. Run, for example - dnf update - it will be all in english (the same things will all be in russian if you install Fedora in VM from iso). Also adding LC_ALL=ru_RU.UTF-8 to /etc/locale.conf not set LC_ALL variable...
I can successfully set locale in it:
[root@fedora ~]# localectl set-locale ru_RU.UTF-8
[root@fedora ~]# localectl status
System Locale: LANG=ru_RU.UTF-8
VC Keymap: us
X11 Layout: us
[root@fedora ~]# locale
LANG=ru_RU.UTF-8
LC_CTYPE="ru_RU.UTF-8"
LC_NUMERIC="ru_RU.UTF-8"...
Searched it. Found mass of post where it says - NOT USE UPGRADE USE DIST-UPGRADE without any explanation. May be you tell me exact post (or right search string) where it's explained and not just NEVER USE UPGRADE USE DIST-UPGRADE.

but all my life I was used just upgrade without any problems. and as I think (and as it tells in quoted text) - But I've never seen apt-get dist-upgrade remove packages, so I assume it's rare.
I just want to see any post where apt upgrade was do problems...
Added proxmox testpve repo. apt update && apt upgrade - upgrades nothing. How this can be? Tell me any of package that testpve have newer that in production.
so you want to know, why someone need mbr? Take my answer please - My laptop support VT-X and other things to do virtualization but don't support boot from GPT. It's Dell Inspiron N411Z. I don't need it anymore but why dont make it to host some VMs? So I've tried to install then boot another...
