i guess first execute # vzctl set <ctid> --bootorder <N> to make an order of starting and then check stop/start of pve-manager.

i found that the problem is somewhere in csf firewall because when i stop it , all is ok. i made configuration i /etc/vz/vz.conf about iptables modules. After reload of vz or reboot the server is still invisible.
