All, thankfully it was a Windows Server 2008 R2 Web Edition issue. Replacing with Std server resolved it. Not a proxmox issue at all! Keep up the good work, team.

I should clarify, these are Windows 2008 R2 64-bit guests, using the E1000 nic.
