It's true that in a HA cluster the order option it's not used ?
At cluster start the HA VMs take precedence before others ? (we had this week a situation that needs to restart the cluster)

You need to use Netboot with vKVM option. This starts your server in a virtual enviroment with a web vnc console.
I'm trying right now to install the -12 release to be able to boot my server again. ( but it's sooooooo sloooowwww in virtual environtment)
To slow that I reboot server with Netboot...

You have some problem at system level that prevents to add/see the pve repository to the package manager. But I can't figure out which it's the problem.
Did you check the 'aptitude upgrade' command to see if they connect properly to proxmox repo ?
Still you get nothing with "aptitude search pve-kernel" ?
You are doing something wrong...
If you run an "aptitude search pve-kernel" and get nothing, need to check your /etc/apt/sources.list more carefully.
Also check for errors with the "aptitude upgrade" command.

Install Debian Squeeze partitioning disk as
1. 1Gb /boot ext4
2. LVM
50Gb / ext4 pve-root
1xRAM swap
XXGb /var/lib/vz ext4 pve-data
5Gb Free for snapshots

There are any files in your /etc/qemu-server directory ?
Can you show me how you put the order: and delay: atributes in the vm files ?
There are almost one vm with the onboot: atribute active ?
