Well, Proxmox is just Linux and the VM to be backed up a number of processes within the server, so I can very well imagine that a backup of the client (which in any case is a heavy operation) can bring the client down or at least make it hang.
I'm not a friend of hot VM backups, by the way...

As you don't see these problems with local storage...

It's Proxmox 4.3-1.
I don't see any of these problems on a native server, nor in an ESXi VM.
I tried now with R/W> limits and R/W max burst of 150MB, but there are still unaccountable peaks in one of the tests. They don't show in the graph, but in atop I saw I/O busy rates of more than 400%...
