I am now convinced the problem is in the Windows Driver but will still try the kernel options and reinstalling the whole server. I am just waiting to get physical access to the server, as I don`t want to be messing around with...
I also tried this guide to finetune Windows:

I did several more tests to confirm the situation:
1. Speed between the VM1 and PM2 - 10Gbps, Speed between the PM2 and the PS1 10Gbps, Speed VM1 and PS1 - 100-250Mbps. Obviously there is something wrong with the bridge or maybe the combination...

Sorry I am getting a bit confused here. You are proposing that I use the pve-kernel-3.10.0-2.pve. However looking at the https://pve.proxmox.com/wiki/Roadmap#Proxmox_VE_3.2 - the latest version of PVE it says pve-kernel-2.6.32-27-pve: 2.6.32-121.
How safe it is to go to that kernel?
