Are you saying the installation is now unrecoverable from this state?

I have tried to upgrade from 6.4 to 7 and am now in apt dependancy hell..... i have followed the steps here - https://pve.proxmox.com/wiki/Upgrade_from_6.x_to_7.0#In-place_upgrade
This was the first bump out of the apt dist-upgrade

to fix this in the end I backed up all my CT and machines onto another pool - destroyed the old pool and made a new one, then imported all my machines again - works fine now :)
