3 node cluster quorum only 2

Hello,

I have a 2 node cluster that I have just upgraded to 3 node. I am using Proxmox VE 2.2.
I have added the third node with the command
Code:
pvecm add 172.16.3.249

But I have encountered an error:

After rebooting the node, he reached to join the cluster (output on the master):

Should I expect to have a quorum of 3 ?
What can I do to see how quorum see other nodes ?
 
Ok so if one node crash, the cluster will go to a 2 node cluster and quorum will stay at 2, am I correct ?
